Rule 78B
Performance Evaluation Period

(1) Civil servants must register their annual performance evaluation form in the office and submit it to the supervisor within the seventh day of Shravan every year. In this way, after registering in the office, the compensation for the registration of the form should be given to the concerned employee.
(1A) On the day after the end of the period mentioned in sub-rule (1), the performance evaluation form shall be prepared and certified by the relevant head of office or departmental head, and in the case of gazetted civil servants, a copy of the same shall be prepared and certified by the relevant head of office or departmental head. It should also be sent to the Ministry of General Administration.
(2) The supervisor should complete the assessment and submit it to the reviewer before the end of the month.
(3) Gazetted civil servants shall register their semi-annual performance evaluation form in the office and submit it to the supervisor within seven days of the end of each half-yearly period. In the semi-annual work performance evaluation form submitted in that way, the supervisor should evaluate and give feedback to the concerned employees within the next seven days. The gazetted civil servant should submit the annual performance evaluation form along with the semi-annual performance evaluation form to the supervisor.
(4) When evaluating the annual performance evaluation form of the gazetted civil servant, the supervisor shall also take the semi-annual performance evaluation forms filled in accordance with sub-rule (3) as a basis.
(5) The reviewer should be able to review the work performance evaluation form received according to sub-rule (2) and submit it to the review committee within the fifteenth day of Bhadra. The review committee should be able to review and submit it to the Public Service Commission and the Promotion Committee before the end of the year. In this way, the list of civil servants who have been evaluated by the review committee will be listed by the body that is the secretariat of the committeeIt should be published in the Na Pati and as far as available in the electronic information system (website).
(6) The promotion committee will not be forced to stop its work because the performance evaluation form of any civil servant has not been submitted or filed within the time.
(7) Section 24A of the Act. According to sub-section (6A) of the work performance evaluation form after the time of extension, it should be registered in the currently working office within the said financial year. If the performance evaluation form is registered after that financial year, such form will not be recognized. However, the work performance evaluation for the year prior to the commencement of this rule must be registered and evaluated within three months from the date of commencement of this rule.
(8) If a civil servant does not fill the performance evaluation form for a year, he will be given fifty percent of the full marks for the performance evaluation of that financial year.
(9) Notwithstanding anything written in sub-rules (1), (2), (3), (4) and (5), a civil servant who has registered his performance evaluation form within the time period and submitted it to the supervisor but has not been evaluated by the relevant evaluators within the time period. If the head of the concerned department shows proper and justified reasons, he can get the evaluation from the incumbent evaluator with the approval of the concerned ministry in the case of gazetted civil servants and the approval of the Ministry of General Administration in the case of gazetted civil servants. But,
(1) In the case of gazetted civil servants of ministries or ministry-level central bodies, the secretary of the relevant ministry or ministry-level central body may conduct an assessment from the incumbent evaluator.
(2) In the case of civil servants of the Nepal Justice Service, the head of the relevant department may get the assessment done by the incumbent assessor.
(10) It is the responsibility of the head of the relevant agency and the personnel administration to hold a review committee meeting to evaluate the performance of civil servants.It will belong to the chief.
(11) At the time of the meeting of the review committee to evaluate the performance of civil servants up to the second grade, if the position of the departmental head of an agency becomes vacant and the meeting of the review committee cannot be held within the specified time period, the Secretary of the Ministry of General Administration shall appoint the same to act as a reviewer and as the chairman of the review committee in such bodies. Among the gazetted first-class civil servants working in the agency, the most senior officer should be asked to evaluate the performance of the work at the specified time.
